Includes detailed data on transactions of revenues and expenses, assets and liabilities of the general public sector and its sub-sectors, and the condition of assets and liabilities.

The Government Finance Statistics Manual (GFSM) 2014 is designed to document the flow of government resources.

It uses detailed data on a risk accrual basis and introduces a comprehensive analytic framework that uses total cash transactions to measure government liquidity. This statistic presents a balance sheet that integrates transactions and other economic flows with the current state of items, and defines several items of balance sheet suited to modern analytical needs. The concepts and principles outlined in GFSM 2014 are harmonized with other macroeconomic statistical standards to help ensure consistency in statistical analysis.

Although the analytic structure of GFSM 2014 is designed from an accrual perspective, it can also be used to present data generated by various accounting practices, including cash.
